Planning Scheme Amendment C143nill and C144nill

We would like to express our sincere gratitude for your contributions to the C143 and C143 Eltham and Diamond Creek Major Activity Centres amendments.

On 16 June 2024, the Victorian Government announced draft Housing Targets for each local government area (LGA) in Victoria. These targets, once finalised, will be part of the Plan for Victoria, providing a strategic planning vision and supporting the Government’s ambitious goal of 2.2 million+ new homes by 2051.

The targets are currently in draft form, and Nillumbik Council has put in a submission to the state government seeking to balance development growth as expected from the state government with Nillumbik's various constraints, including neighbourhood character, bushfire risks, and other factors. These targets may have implications for our Major Activity Centres (Eltham and Diamond Creek). Council adopted the submission at its Ordinary Council Meeting on Tuesday 27 August 2024. You can stay up to date on the progress of the Plan for Victoria and the housing targets via the State’s Engage Victoria site.

Final housing targets will not be released until late 2024 (current advice). Council needs consider consequences of the final targets particularly for our Major Activity Centres and for the amendments before considering written submissions, verbal submissions at a Planning and Consultation Committee, and next steps.

An exemption request has been approved by the Minister under Section 5 of Ministerial Direction No. 15 to the requirements of section 4(3) by a planning authority to request the appointment of a Panel within 40 business days after the closing date for submissions.

Once Council understands the final housing targets, options will be presented to Councillors in 2025 and submitters to the amendments will be updated on next steps.

The Participate Nillumbik page will be updated after the release of the final Plan for Victoria and the new housing targets, ensuring our community is well-informed about the latest developments.

    Amendment C143nill - Eltham Major Activity Centre proposes to:

    • Implement the Eltham Major Activity Centre Structure Plan 2020;
    • Rezone Industrial 3 Zone land to Schedule 1 of the Activity Centre Zone;
    • Amend local policy in Clause 11-03-1L-01 (Activity Centres in Nillumbik);
    • Amend Schedule 1 to the Activity Centre Zone;
    • Amend Schedule 1 to the Significant Landscape Overlay (Eltham Town Centre);
    • Amend and update Clause 72.08 (Background documents); and,
    • Correct administrative errors.
