Planning Scheme Amendment C143nill and C144nill
Planning Scheme Amendment C143nill and C144nill proposes to implement and give statutory weight to the adopted Eltham and Diamond Creek Major Activity Centre Structure Plans, which were adopted by Council in 2020.
The Council Meeting of 22 March 2022 resolved to take the necessary steps to commence the planning scheme amendments (subject to modifications to the amendments) in accordance with the requirements of the Planning and Environment Act 1987.

Amendment C143nill - Eltham Major Activity Centre proposes to:
- Implement the Eltham Major Activity Centre Structure Plan 2020;
- Rezone Industrial 3 Zone land to Schedule 1 of the Activity Centre Zone;
- Amend local policy in Clause 11-03-1L-01 (Activity Centres in Nillumbik);
- Amend Schedule 1 to the Activity Centre Zone;
- Amend Schedule 1 to the Significant Landscape Overlay (Eltham Town Centre);
- Amend and update Clause 72.08 (Background documents); and,
- Correct administrative errors.

Next Steps
During exhibition, anyone can view documents free of charge and lodge a submission for Council’s consideration. Following exhibition, there will be an opportunity to hear from submitters in a Planning and Consultation Committee on 13 Augest 2024. Register here. Council will then consider all submissions and resolve any issues. If issues cannot be resolved, Council will then seek to convene an independent panel to consider submissions and make a recommendation to Council. You can read more about the Panel process here.
